The governments of Jiangsu and Zhejiang provinces, bookends to the municipality of Shanghai, invested a combined 15 billion yuan in security personnel and “upgrading technology to safeguard social stability.”  The number of “mass incidents” of riots or protests dropped by nearly 50% in Jiangsu and 30% in Zhejiang.

“Development is our first task, but stability is our first responsibility,” said Xia Baolong, deputy provincial party boss for Zhejiang.
